All Assam Transgender Association, a registered group of Assamese transgender, filed a PIL in the Gauhati High Court stating that the Gauhati Government has failed in establishing Transgender Welfare Board and Transgender cell in the state. 

The petition claimed that the State of Assam is under an obligation of Transgender Persons (Protection of Rights) Act, 2019 to establish Transgender Welfare Board and Transgender cell to handle the issues of Transpersons.

Mr. M. Chetia learned Junior Government Advocate, Assam, accepted notice on behalf of all the respondents. A Division Bench of Chief Justice Sudhanshu Dhulia and Justice Soumitra Saikia sought a response from the state government within three weeks after hearing the Public Interest Litigation (PIL).
